How to Apply for a National Permit Online?

National Permit also referred to as the All India Permit is provided by the Transport department of each state government. A National Permit is a registration that is provided to the transporters of goods to transport or operate all over India. Two types of permits can be issued by the state government for the transporters for goods carriage: a State Permit and a National Permit. A vehicle having a national permit is authorised to move across India, the respective state in which it was issued and a minimum of four other states. In this blog, we will discuss in detail the National permit for goods carriage and the process to obtain it.

 

Requirements for Obtaining a National Permit

In order to acquire a national permit, an application must be sent to the respective Regional Transport Authority of the State by the vehicle owner. A lot of states have restrictions regarding the age of the vehicle for which a national permit is needed. Only a vehicle which is less than 12 years old can be granted a national permit.

 

Documents Required

The documents that are required for acquiring a national permit are listed below:

  1. A certificate of registration of the vehicle
  2. A certificate of fitness of the vehicle
  3. A certificate of insurance of the vehicle
  4. Evidence of a tax payment to the home state for the current quarter
  5. The fees for national permit
  6. A green tax payment wherever necessary
  7. Demand drafts that have been drawn in the favour of the authorities which are directed in respect of other states for composite tax payments.

 

Process to Submit Application

Form 46 and Form 48 are used to submit the application for national permit as shown below. Both the forms have been given below for reference:

The forms shown above need to be submitted at the State’s Regional Transport Authority with which the vehicle has been registered.

Once the application has been submitted to the state’s regional transport authority and the authorisation fee has been paid, some data will be uploaded by the transport authorities on VAHAN, the web portal for national permit. On this website, data can only be uploaded by the transport authorities and no transporters have any access to it.

 

National Permit Online Payment

Once the State Government Authorities have uploaded the data, an amount of Rs. 15,000 will be payable through the Vahan Portal by the transporter in the form of a consolidated fee. When the payment of this fee has been done, the transporter can visit the respective Transport Authority in order to get a national permit issued. When the verification of the payment data has been done, then the Transport Authority Officer will check the payment validity and will issue the National Permit.

Verification of National Permit

Once the national permit has been issued, any individual can check the National Permit Status and the Validity status as well on the Vahan Portal. In order to check the National Permit Status, the user must provide the registration number and the chassis number of the vehicle on the Vahan Portal.

 

Section 88 (Motor Vehicle Act)

As per the guidelines of Section 88 of the Motor Vehicle Act, it is applicable to national permit and allows the vehicles for goods carriage that were issued by the Regional transport authority of the concerned State.
