The Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) is an important scheme that was initiated by the Indian Government and has been beneficial to around six crore households by making them digitally literate. The only criterion of eligibility for the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) is that none of the household members are digitally literate. The household consists of the head of the family, the spouse if any, the children if any, and the parents if any.

 

Entry Criteria for Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)

The age group which qualifies for the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) is 14 to 60 years old individuals. The beneficiary of the scheme needs to be digitally illiterate and only one of the members of the family will be considered for training under the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA).

The priority will be given to dropouts or individuals who do not use smartphones or antyodaya households or those individuals who have participated in the adult literacy mission. School students belonging to classes 9,10,11 or 12th are also provided with the facility if they are digitally illiterate. Also, the preferred candidates may be an SC or ST or BPL or women or differently abled individuals, or some other minorities.

 

Implementing Agencies

The Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) will be directly supervised by the Ministry of Electronics and IT with the help of designated agencies in various states and union territories. These also include the DeGS( District e-Governance Society), the State Implementing Agency, and many more.

 

Financial Assistance

Once the certification of the trained candidates has been successful, a training fee of Rs. 300 per candidate is liable for payment directly to the training partners via the CSC. On the basis of the outcomes that have been achieved, the training partners will receive the payments. Also, input provided by the DeGS is also needed for the same. It may consist of making digital payments, opening a digital locker, sending emails, booking tickets, and others. The certifying agency that has been registered will be paid an amount of Rs. 70 per candidate according to the cost of certification or the examination fee for certification and assessment. The states and union territories are given an average of Rs. 2 per candidate for meeting the overhead cost and for monitoring the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) Scheme.

 

Training process under Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)

  1. The period of training may vary from 10 to 30 days. During this time period, the course needs to be completed. The duration of training is a total of 20 hours and it should also be completed within the time period specified for training.

  • Productive communication via technology.
  • The understanding of basics such as terminologies, navigation and functionality of  digital devices.

Training Partners for Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)

 The Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) scheme expects to affiliate with various organisations such as NGOs and Corporates who wish to be Training partners in order to provide Literacy training which is subject to meeting the specified norms that have been listed below:

  1. The training partner should be a part of a registered Indian Institution and should belong to the education or IT sector for at least 3 years if he wishes to provide digital literacy training.
  2. It is necessary for a training partner to possess a PAN (Permanent Account Number)  and statements of account that have been audited for a minimum of the last 3 years.
  3.  It is mandatory for an institution to be registered under any of the acts of law in India.
  4. The training partner should clearly define documented procedures which cover the course of education or IT literacy training.

 

Training Partner’s Role in Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA)
  •  The training partners will be responsible for appointing training centres to train the beneficiaries in the identified blocks, grams, districts and panchayats.
  • The training partners will be responsible for ensuring that the training centres satisfy all the Pradhan Mantri Gramin Digital Saksharta Abhiyan (PMGDISHA) requirements.
  • The training partner will be responsible for the working and monitoring of the training centre.
